Consistent inspection forms tied to a GIS asset layer give a program one record feeding inventory, condition scoring, and capital planning. Federal rules already require permit terms to be clear, specific, and measurable, and records to be kept for at least three years. A program holding those records year-round has far less to reconstruct when a report comes due.
